Phu Yen (Phú Yên) (伕猗), is an island micronation located in the Gulf of Tonkin with neighboring states including Vietnam to the east and China to the north. The country is a puppet state of Meijing and it's government is a single-party state under constitutional monarchy. Sài Nôm is the country's capital and seat of government, located on H.Bồ Cát.

History[]

Discovery[]

On 20 October 2014, the island of H.Bồ Cát  was discovered by the Meijinese Imperial Military. The island was briefly ceded as Meijinese territory until the island became a micronation as a puppet state of Meijing.

Establishment of Phu Yen[]

On 3 November 2014, the island of H.Bồ Cát and it's surrounding islands became a micronation. It was agreed with the citizens for the micronation to be called "Phú Yễn".

Later that day, Hoa Lan Chi proclaimed the establishment of the micronation with a ceremony. He proclaimed himself as Emperor, three days later he was enthroned.

Phu Yen is a single-party state under constitutional monarchy.Hồ Nguyễn Trọng is the head of state. The emperor has "the right to be consulted, the right to encourage, and the right to warn", he has limited power. Power is held by the Prime Minister, who is currently Mai Thu Minh. Phu Yen's legislature is the Nghị Viện, the name stands for "Parliament". The Nghị Viện is a bicameral parliament, it consists of a Peerage Senate and the House of Commons. The legislature is dominated by the Thận TrọngThe Prime Minister is the head of government and is appointed by the Emperor after being designated by the Nghị Viện from among its members. The Prime Minister is the head of the Cabinet, and he appoints and dismisses the Ministers of State. Although the Prime Minister is formally appointed by the Emperor, the Constitution of Phu Yen explicitly requires the Emperor to appoint whoever is designated by the Nghị Viện.
